Company Foundation

31 July 1997
James Garza and Steve Long founded Industrial Valuation Services (IVS) after their tenures in Shell Oil’s property tax department.

North American Expansion

June 2000
IVS begins representing properties in the majority of North American states, expanding their presence significantly.

International Presence Established

September 2005
IVS starts working with clients from Canada, Japan, Switzerland, Norway, Russia, and the Middle East, establishing an international presence.

Development of Proprietary Systems

April 2010
IVS develops proprietary data management and client portal systems to enhance service delivery and client access.

Service Expansion

November 2020
IVS expands its services to address the unique and intricate property tax needs of diverse industries, including refineries, chemical plants, pulp manufacturing, steel production, energy, pipelines, and warehousing. Our specialized approach allows us to navigate the complexities of each sector, delivering tailored solutions that optimize tax outcomes for our clients.

A Message from our Founder

James Garza and Steve Long founded Industrial Valuation Services (IVS) in 1997, leveraging their experience from Shell Oil and General Motors property tax departments. Their mission was to specialize in complex industrial valuation, offering a collaborative approach that is highly valued by clients. IVS is distinguished by its creative and customized strategies for securing tax reductions while maintaining positive relationships with taxing authorities, state boards of revenue, and third party firms involved in property valuation. These reductions have been upheld and substantiated in litigation.

Our team has developed proprietary valuation models tailored to different property types, successfully challenging standard depreciation and economic life assessments for complex industrial assets. We are committed to thorough analysis, identifying potential tax exemptions, and maximizing savings through comprehensive annual evaluations. In a competitive economic environment, businesses seek to optimize savings across taxes, insurance, resources and legal services. IVS is dedicated to meeting these needs.

With extensive experience valuing and representing properties across North America, we work closely with local and state officials on some of the most complex properties. Our deep knowledge and incisive questioning significantly enhance valuation accuracy. We stay attuned to our clients' business economics and broader macroeconomic factors, such as increased costs and market challenges, ensuring our valuations remain precise and relevant. Our internally developed inventory analysis system has achieved substantial reductions, and we actively pursue opportunities for abatements, exemptions, and other incentives to benefit our clients.

Meet Our Team

Many of our original employees and clients are still with IVS today, a testament to our commitment to fostering long-term relationships. We prioritize continuing education for our diverse team, ensuring that our professionals maintain the necessary accreditations to operate effectively nationwide. Our highly skilled and licensed professionals include chemical engineers, mechanical engineers, ASA-certified appraisers, CMI, CPAs, MBAs, attorneys, officers, and IPT instructors. Additionally, we provide specialized training for property tax department personnel and future agents.

Founding Partner

Mr. Garza’s many years in the property tax field has provided him with a broad base of experience and knowledge in the valuation of complex industrial properties. His expertise in each state and often in specific jurisdictions is unparalleled. Mr. Garza personally works with each of the teams in the firm so that he has involvement and representation on each client. In addition, his 15 years at Shell Oil Company, provided him with the opportunity to master the intricacies associated with the energy industry as well as familiarization with the corporate environment. A graduate of the University of Houston, with a degree in finance, he holds the CMI designation, is an Affiliate of the Appraisal Institute and a candidate of the American Society of Appraisers.  Licensed in both the State of Tennessee and the State of Arizona, he is also a Senior Tax Consultant in Texas and a Registered Agent in Los Angeles County.

Partner

Mr. Cohen is a Partner at Industrial Valuation Services in the Austin office and a licensed property tax consultant in Texas, Tennessee, and Arizona. With over 20 years of experience, he specializes in valuing industrial and complex properties, handling compliance, audits, and appeals for real and personal property taxes. He also oversees training for new agents and consults on valuation and appeal processes. A graduate of the University of Texas at Austin, he holds the CMI designation and is a candidate of the American Society of Appraisers.

Ms. Cohen is the General Counsel and a Valuation Engineer at Industrial Valuation Services, specializing in representing refinery and chemical clients. With years of experience in complex industrial property administration and reporting, she is skilled in securing improved value positions for clients. Her expertise spans tax compliance and valuation nationwide, with a strong track record of negotiating successful tax appeals, leading to significant reductions. Ms. Cohen’s experience includes light and heavy manufacturing, steel, aluminum, cement, aggregates, glass, chemicals, oil & gas, and mining.

Blynda Langford

Ms. Langford, an appraiser since 1984, modernized property data systems and stays current on legislation and administrative matters for the firm’s largest clients.

Senior Manager

Ms. Mesher, a chemical engineer, specializes in tax compliance, valuation, and national tax appeals, achieving significant reductions for manufacturing and oil & gas clients.
